Information for travellers originating or transiting the USA enroute to/from Cuba
USA to Cuba Fight:
- From right here on our website you can select your flights and purchase your plane ticket to Havana with any major credit card. Alternatively, you can phone 1-800-G-CAYMAN (1-345-949-2311 outside USA/Canada) to speak with a Cayman Airways representative or contact your favourite travel professional.
- At your departure airport, you and your luggage will be checked through to your final destination in Havana, Cuba. You will be given a “Declaration for travel to Cuba” form to complete, which must be submitted to an agent prior to your flight to the Cuba.
- Upon arrival in the Cayman Islands, you will get off the aircraft with all of your carry-on items. A Cayman Airways agent will escort you to the in-transit area for the brief period on the ground awaiting the boarding of your flight to Havana. Unless otherwise instructed, you will not have to clear customs or immigration (though the standard forms will still be collected), nor will you need to collect your luggage, upon arrival in Cayman - it will be sent to Havana for you.
- Before departing the Cayman Islands for Havana, you will need to purchase a Cuban visitor card/Visa, which is sold by Cayman Airways agents in the in-transit area and at the check-in counters.
Cuba to USA Flight:
- From right here on our website you can select your flights and purchase your plane ticket from Havana with any major credit card. Alternatively, you can phone 1-345-949-2311 to speak with a Cayman Airways representative or contact your favourite travel professional.
- At Havana, you and your luggage will be checked through to your final destination in the USA. Prior to checking in, passengers must ensure that they qualify for travel to the USA (US Passport, US Visa, Visa Waiver with valid ESTA, other travel authorization etc.). Note: US Citizens and US Residents (and any others who may be "subject to US jurisdiction" who begin their journey in Cuba will be required to complete a “Declaration for travel to Cuba” form, which must be submitted to a Cayman Airways agent prior to your flight departure.
- Upon arrival in the Cayman Islands, you will get off the aircraft with all of your carry-on items. Depending on your final destination, you may need to clear Cayman Islands Customs and Immigration. For passengers connected to Miami, a Cayman Airways agent will escort you to the in-transit area for the brief period on the ground awaiting the boarding of your flight to the USA. Unless otherwise instructed, you will not need to collect your luggage, upon arrival in Cayman - it will be sent to your final destination for you. Please pay special attention to the Restrictions on Cuban Exports section to ensure you are compliant with US laws.
Declaration for Travel to Cuba Form
The following special rules apply to persons who are subject to the jurisdiction of the United States, including:
- United States citizens (travelling with a USA passport)
- United States residents
- Persons who purchase their ticket to Cuba while physically in the United States
- Persons who begin their travel to Cuba from the United States or transit the United States in route to Cuba
If you fall into one of the above categories, you must qualify to visit Cuba under one of the twelve general license sections for authorized travel, according to the Office of Foreign Assets Control (OFAC) Cuban Assets Control Regulation (CACR), 31 CFR Part 515. These authorized categories include:
- Family visits
- Official business of the U.S. government, foreign governments, and certain intergovernmental organizations
- Journalistic activity
- Professional research and professional meetings
- Educational activities
- Religious activities
- Public performances, clinics, workshops, athletic and other competitions, and exhibitions
- Support for the Cuban people
- Humanitarian projects
- Activities of private foundations or research or educational institutes
- Exportation, importation, or transmission of information or information materials
- Certain authorized export transactions
Upon check-in for your Havana flight, you will be given a form to complete certifying that you are authorized to travel to Cuba either:
- Under one of these 12 sections of the OFAC / Cuban Asset Control Regulations
- Under a specific OFAC license
Travel to Cuba for tourism purposes remains prohibited for people subject to the jurisdiction of the United States.
Please note that you are entirely responsible for the declaration that you make on the form. Cayman Airways relies on your signed certification that you are eligible to travel between the United States and Cuba. Cayman Airways retains the forms as required by U.S. law.

Restrictions on Cuban Exports
OFAC continues to place restrictions on both US and foreign persons transiting the United States with goods of Cuban origin. Passengers should ensure they are compliant with the following:
- Persons subject to U.S. jurisdiction may travel with up to $400 of merchandise acquired in Cuba for personal use, of which up to $100 may be alcohol or tobacco products.
- Foreign nationals may transit the United States with any Cuban-origin goods other than alcohol or tobacco products, provided that such goods are not in commercial quantities and are not imported for resale. They may travel with up to $100 in alcohol/tobacco products acquired in Cuba for personal use.
- All travelers may carry goods produced by Cuban entrepreneurs without any monetary limitation.
- Finally, a traveler who left the United States for Cuba and is now returning to the United States may carry any items the traveler temporarily exported to Cuba pursuant to a BIS authorization. This includes for example, a traveler who went to Cuba with a laptop/smartphone as authorized under BIS License Exception TMP.
